Association of Ayurveda PG aspirants, karnataka

Harihi Om !.....

Dear Vaidya/ Vaidyaa,

Welcome to Association of Ayurveda PG aspirants, karnataka
(ayurvedavachaspati@gmail.com)

Its pleasure informing you that our plea was welcomed by the Director, Sri Srikantaiah. He said, this should be considered as a serious issue. He has directed for verification of facts based on our memorandum. A committee comprising of Dr. Mangalagi and Dr. M. Ramesh will work on this and are supposed to submit a report soon.We will have to follow-up the process seriously.
However he expressed doubt about conducting the counseling at the earliest as the Dept. of AYUSH, Govt. of India is still in the process granting permission to run the colleges and also the number of PG seats to be alloted to the colleges. Even in the Dept. of AYUSH, NewDelhi, they are giving topmost priority for karnataka and On 22nd June there is hearing at the Dept. of AYUSH, New Delhi as there is pressure from the Karnataka Examination authority for the UG counseling.

After this,  We met the Superintendent In-charge at the AYUSH office. He explained us many things about the issue.
He says-

1. The seat matrix is being delayed as compared to earlier years(up to 2008) because of the CCIM's delayed inspection and evaluating process.

2. Once the CCIM sends the recommendations to the Dept, of AYUSH, Govt of India, CCIM thinks that their work is over. They do not follow-up. The college managements whose UG or PG seats are not approved by CCIM will approach the Dept. of AYUSH Govt.Of India. The Govt.of India which has to take the final decision works in its own pace. After the CBI probe, they have an order that they are supposed to work on First come first serve basis. I.e. the college managements form a particular state should send their application through their State AYUSH at the earliest. Which ever state represents with maximum number of colleges that state will be considered for evaluation. The colleges from karnataka are delaying the submission as they have to prepare many things on paper atleast to somehow get permission to run their institution. This is also a reason for the delay. Earlier this was not happening because the CCIM was not so strict. since last year, CCIM is not recommending many so called good colleges like Govt Ayurveda college, B'lore, Mysore, SDM Ayurveda college, Hassan, Udupi etc.

3. Now, if the Dept.of AYUSH permits certain colleges, they will send the permission letter to the concerned college. The college has to send a copy of this letter to the State AYUSH. The colleges delay that purposefully. The RGUHS considers the seat matrix for the counseling issued by the Dept. of AYUSH, karnataka and not from DELHI. This is the reason last year colleges like kalabhairaveshwara were not included for counseling though they had got the permission letter from Dept. of AYUSH, Delhi. They purposefully submitted the letter to State AYUSH after the counseling so that they can provide all the seats to students under management quota.

4. Now, if we consider the same seat matrix, this year we may get 155 seats in the counseling. Last year it was 97 only. But the problem is, this year once again maximum number of colleges  are not recommended by CCIM. This year also the same drama is continuing. If many colleges are not permitted by the Govt. of India, the number of seats may slash down drastically.

What may happen?

The director has framed the committee. What will the committee do? They will just report all that I have explained above. They will say that the RGUHS was transparent. No irregularities were found. The RGHUS follows the instruction of the Dept. of AYUSH, Karnataka. Nobody is responsible for the delay. The evaluating process at different levels took time

What can we do?
What we can now do is to take the report submitted by the committee and  go to the Minister for Medical education and tell him

A) Consider the seat matrix of the CCIM published till date in their website(Status of Ayurveda colleges for the year 2010-11) and order for the counseling immediately so that it gives us maximum seats.
                                                                                       OR
B) Ask the Minister to recommend the Central ministry for immediate evaluation of seat matrix. The seat matrix should be sent to the Dept of AYUSH, Karnataka and not to the colleges so that RGUHS considers that and conducts the counseling soon.
